The top floor reached the roof of the mall where you can outlook the city surrounding. It's not the highest of places to get a view; however for humans this is a nice rooftop for them to visit on or hang out. There are tables outside for anyone who would like to eat outside, vending machines open for those who need a drink, and stations that you can place 50cents in to view the city close up (like binoculars).
The wind isn't too strong up here, because there is a crystal clear glass wall that curves inward slightly so that the wind goes just over the rooftop's head.
