Before you can reach the cells, you have one more floor to go through. This is where many guards will take breaks, using the vending machines along the walls or take a seat on one of the couches. Prisoners are often seen being moved throughout rooms on this floor, as it is where they are able to communicate with someone upon request (if granted permission).
